WALK-IN-INTERVIEW
North Eastern Space Applications Centre (NESAC) is an autonomous body set up under the
joint initiative of Department of Space (DOS) and the North Eastern Council (NEC). The
main function of the Centre is to provide developmental support to the North Eastern Region
(NER) of our country using space science and technology
Candidates are invited for appearing in Walk-In-Interview for the purely temporary posts of
Project Assistants from 8 states of North Eastern Region of India under a project titled
‘Geotagging of assets created under NERTPS Programme of Central Silk Board’
sponsored by Ministry of Textiles, Govt. of India.
1. BACKGROUND OF THE PROJECT
Sericulture, a significant component under the Ministry of Textiles is one of the important
sectors of economy in India and plays an important role in programmes of poverty alleviation.
The Central Silk Board (CSB) under the Ministry of Textiles has been taking up a number
of programs for increasing the production and productivity of silks in the country by
sponsoring various schemes through the State Sericulture Departments. CSB had initiated
major programme for 8 states of NER called as the North East Textile Promotion Scheme
(NERTPS) is to develop and modernise the textile sector in the North East Region by
providing the required Government support in terms of raw material, seed banks, machinery,
common facility centres, skill development, design and marketing support etc. The specific
objectives of the scheme include increase in the value of textile production, technology
upgradation, improvement in design capability, diversification of product lines and value
addition, better access to domestic and export markets, clusterisation and improvement in
labour productivity, market access & market promotion. A large number of assets have been
created in NER and there is a requirement to have spatial distribution of all the assets for
monitoring of the effectiveness of the programmes and to reach the unreached. With this
background, it is proposed to geo-tag all the assets created under NERTPS.
2. GEOTAGGING OF ASSETS WITH GAGAN AIDED GPS
Geotagging of assets will be carried out with GPS aided Geo-augmented Navigation
(GAGAN) based mobile app developed by NESAC specifically for this purpose. The
collected information will be hosted in the dashboard system linked to Sericulture Information
Linkages & Knowledge System (SILKS) Web Portal (http://silks.csb.gov.in). Necessary
training will be provided to all the personals to be engaged in the field surveys on use of the
GAGAN based Mobile App at the State Remote Sensing Centres of the respective states..
Training will be provided to the selected candidates on the next day of the interview at the
respective State Remote Sensing Centres. No TA/DA will be provided to the candidates to
attend the interview and the training.
3. RECRUITMENT OF PROJECT ASSISTANTS
3.1 The recruitment process:
Project Assistant will be recruited in the states in proportion of the assets to be surveyed
(geotagged) by conducting walk-in interviews in the respective State Remote Sensing
Centres. The eligible candidates will be allowed to appear for the interview before the
selection committee. The selection to the positions will be purely on the basis of performance in the interview and the decision of the selection committee will be final and no
correspondence from any candidates in any form will be entertained. The Services of the
Project Assistants will be purely temporary and mere continuation of their services for a
longer period will not entitle them for any claim to any permanent position. Director, NESAC
reserves the right to cancel/postpone the interview without any reason thereof. He also
reserves the right to terminate the service, even before completion of the project for which
no appeal thereof shall be made. It is planned that two Project Assistants will be recruited
per districts for all the districts having assts under NERTPS project. According following are

Preference will be given to the candidates belonging to the state for which recruitment is
made considering the nature of the job.
If the number of candidates for Walk-in-Interview found to be high, screening of the
candidates will be done based on marks obtaining in the qualifying degree. Even though
candidates having higher degree, marks obtained in the graduate degree/ diploma will only
be considered. A ratio of 1:5 will be maintained for number of posts and the candidates to be
called for the interview after screening.

3.2 Educational Qualification and Age Limit:
The candidates should be having Graduate degree in any discipline or Diploma in any
engineering subject from a recognized university/Institute obtaining minimum aggregate of
45% marks. The candidates should have basic computer knowledge. Operation of the Smart
phones and Internet will be prerequisite criteria for selection of the candidates. Energetic and
tech-savvy candidates will be preferred considering the job requirement. Age of the
candidates should not be more than 32 years.
3.3. Other requirements of Candidates
During the survey, the Project Assistants have to travel to the respective location of the
assets, which will require constant travel. In view of this, it is required that the interested
candidates preferably need to have their own vehicle/arrangement of travel along with an
android based smart phone of standard configuration.
3.4 Remuneration
₹ 16,000/- per month will be the remuneration of the Project Assistants (fixed amount) will be
paid. Salary will be deducted proportionately for the days of absent.
3.5 Additional incentives
An amount of Rs 250 will be given to the Project Assistant for successful completion of
geotagging of one asset. This is to cover his travel cost to reach the locations of the assets.
The assets will be verified in the dashboard system for certifying that these are successfully
been completed. The decision of NESAC on this matter will be final.
3.6 Other Conditions
Interested and eligible candidates are required to directly come to the venue along
with their Biodata (as per prescribed format) and all relevant original documents in
proof of details furnished in the Biodata along with a set of self-attested photocopies.
Candidates who are already employed under Central/State Government, Public
Sector Undertakings or Autonomous Bodies will also have to produce the 'No
Objection Certificate', in original, at the time of interview. In case the candidate fails
to produce any of the above documents or if any information furnished in the Biodata
is found to be wrong or false, the candidate will not be interviewed. The Biodata for m

Biodata should be neatly typed and then print-out to be taken. Hand written Biodata
will not be accepted.
Date for determining the eligibility of all candidates in every respect shall be the date
of walk-in-interview. The applicants are advised to fill in all their particulars in the
biodata format carefully.

Candidates attending the walk-in interview will have to produce all relevant original
documents in proof of details furnished in the biodata along with a set of self-attested
photocopies. Candidates who are already employed under central/state government,
public sector undertakings or autonomous bodies will also have to produce the 'no
objection certificate', in original, at the time of the walk-ininterview. In case the
candidate fails to produce any of the above documents or if any information furnished
in the application is found to be wrong or false, the candidate will not be interviewed.
